About the Role 

Reporting to the Associate Deputy Minister/Deputy Secretary to Cabinet, the Director, Nunavut Bureau of Statistics ("Director") manages Nunavut Kiglisiniaqtiit, the Nunavut Bureau of Statistics ("the Bureau") and provides management and administrative direction for Bureau staff. This position is also the government's senior professional statistician and methodologist (i.e., Nunavut's "Territorial Statistician").

The Bureau of Statistics is the central statistical agency of the Government of Nunavut. It collects, analyzes, and distributes current, consistent, and accurate statistical data about Nunavut. The Director is responsible for overseeing the statistical and evaluation programs of the government. This includes developing, disseminating, and analyzing demographic, social, and economic data. The Director also provides statistical advice to ensure that decisions based on this information are current, relevant, and properly interpreted.

Additionally, the Director represents Nunavut in the National Statistical System as part of Statistics Canada's Federal-Provincial-Territorial Council on Statistical Policy. They ensure the effective representation of territorial statistical interests when dealing with Statistics Canada and other agencies.

Key Responsibilities

The Director holds a dual role as the senior manager of the Nunavut Bureau of Statistics and the senior professional statistician for the Government of Nunavut. These roles are inseparable, as they require both managerial expertise and statistical proficiency. The Director is responsible for managing statistical research, analysis, and evaluation, and they must possess professional credibility as both a manager and a statistical expert. Additionally, they serve as a member of the professional statistical and research community and play a role in the National Statistical System. The Director holds a dual role as both the senior manager and Nunavut's territorial statistician within the Bureau of Statistics. In the Government of Nunavut's Department of Executive and Intergovernmental Affairs, they oversee the financial, administrative, methodological, and creative aspects of the Bureau.

The Director is accountable for the effective operations of the Bureau and is responsible for decision-making regarding planning, program specification, implementation, and evaluation of all activities within the Bureau. This includes managing statistical procedures, methodologies, data releases, the Bureau's main estimates, and evaluation and research projects. They work collaboratively with relevant Nunavut government departments and Bureau staff to set goals and priorities, establish work schedules, and determine strategic and operational plans. Additionally, the Director manages the budget with support from Corporate Services Division and the Department of Finance, ensures accurate financial reporting, controls financial and personnel resources, and actively participates in the department's Senior Management Committee.

As Director, responsibilities include managing human resources, training, and development within the Bureau of Statistics. They also serve as a project leader/advisor on major projects and committees within the department and government. Duties involve providing expert advice, developing information systems, writing reports, liaising with other departments/agencies, preparing agreements/contracts, and presenting to senior management.

The Director is accountable for the Bureau's data quality and statistical advice to various stakeholders. They lead statistical research, analysis, and evaluation. The Director represents Nunavut in national statistical matters and negotiates joint research agreements. They make policy and planning recommendations to Cabinet and senior managers based on statistical insights.

What You Bring

The Director must have expert-level knowledge in statistical theory, small area estimation, regression, demography, and population estimation. They should possess broad knowledge in economics, social issues, and demographics and be advanced in major statistical software. Additionally, they need to understand territorial issues, evaluation methodologies, and program development while adhering to relevant legislation and Inuit Societal Values.

The Director should possess the ability to innovate data development and statistical modeling, while aiding with government departments. They must navigate without direct authority, requiring diplomacy. Decisiveness, effective communication, cross-cultural leadership, impactful writing, technical proficiency, and strong networking skills are crucial.

Requirements for the Director position include:

  • A master's degree in economics, demography, or social sciences with a specialty in statistics and quantitative research methods.
  • Five years of relevant experience in a government statistical and analytical setting, including one year of staff supervision and managing statistical operations.
  • An acceptable combination of education and experience will also be considered.
  • Proficiency in more than one of Nunavut's official languages is considered an asset.

Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
