DUTIES:

1. Coordinates and develops mass appraisal models for all residential and commercial/industrial properties, using the appropriate valuation method.
2. Analyzes the relationship between sales price/market rents and property characteristics, for use in the sales comparison and income approaches to value.
3. Identifies and coordinates the review of data quality, including investigating and providing feedback and direction to staff assigned.
4. Prepares documentation in support of assessed values, including the preparation of complex statistical evidence to be used at appeal hearings.
5. Acts as an expert witness at appeal tribunals
6. Evaluates the quality of assessments.
7. Prepares and summarizes information for the statutory audit required by the Saskatchewan Assessment Management Agency.
8. Tests the functionality and accuracy of mass appraisal software.
9. Prepares any required mapping used in the division for analysis or reporting.
10. Performs other related duties as assigned.

QUALIFICATIONS:

• Degree in statistics or related field.
• Successful completion of a recognized Real Property Assessment certificate program.
• Successful completion of the Real Estate Investment Analysis and Advanced Income Appraisal, course from the University of British Columbia
OR
Successful completion of the Income Approach to Valuation I and II courses from the International Association of Assessing Officers.
• Registered or eligible for registration as a Licensed Assessment Appraiser Saskatchewan (L.A.A.S.) by the Saskatchewan Assessment Appraisers Association.
• Three years’ related experience.
• Thorough knowledge of the principles of appraisal and mass appraisal theory.
• Knowledge of SQL programming.
• Demonstrated ability to perform complex statistical testing and modelling.
• Demonstrated ability to communicate complex statistical concepts in simple English terminology.
• Demonstrated interpersonal skills, including oral and written communication, presentation, facilitation and collaboration.
• Demonstrated skill in the operation of a computer with Statistical Package for Social Sciences (SPSS) or Number Cruncher Statistical Software (NCSS), Microsoft Office software and ArcGIS.

SALARY:

\$5,882.86 to \$6,485.82 per month (2016 rates)
